Dear Pamela Aristokle,
I am formally notifying Islington Council that as of today, Friday, March 27, 2026, the Hilldrop Community Centre is legally unable to operate.
The Chair, Stephen Moorley, has formally made the Designated Safeguarding Lead (DSL) role redundant. This action has two immediate legal consequences:
- Insurance Void: Public Liability Insurance is strictly contingent on the presence of a DSL. By deleting this role, the Board is knowingly operating the building in an uninsured state.
- The Hiring Block: Under employment law, the current Chair cannot hire a replacement for a role he has just declared redundant. This makes the safeguarding failure permanent under current leadership.
The Solution for Immediate Legal Operation: To restore the legal status of this building and satisfy insurers for the safety of vulnerable persons / children, the Chair must be replaced.
I suggest that the Council exercises its “Step-in Rights” to appoint Valery (Head of Centre) or Mike as interim leads. They have the operational knowledge to immediately rescind the DSL redundancy, restore the insurance framework..
